Stream Definition

This stream will explore how OR (or Operational Analysis (OA) in defence circles) is being used to model the challenges of modern conflict. Recent and ongoing events around the world demonstrate how modern warfare and security is becoming increasingly complex in terms of the actors, their intentions and the threats they pose. Hybrid warfare is more commonplace, with unconventional methods including deception campaigns, open source media and terrorism attacks becoming ever more prevalent. Cyber warfare and autonomy (e.g. UAVs) are already prominent factors in recent conflicts and the role of new technology will rapidly change the way future conflicts develop. Factors such as climate change, population growth and mass migration will also place pressure on limited resources and create potential for further instability placing a greater requirements for security at national and global levels. Even determining what success means in such conflicts and situations is a challenge, and the OR/OA community has an opportunity to characterise and model ongoing and near future conflict with innovative and appropriate OR methods, models and tools.

Bio

David Bangert 

David Bangert is an OA practitioner with thirty years’ experience of delivering studies for the UK Defence sector.  He is Managing Director of Polaris Consulting, a SME delivering OA and cost analysis services to the MOD.  David has delivered strategic studies into energy security, defence inflation, end of life costs and future defence concepts for Dstl, as well as leading the analysis element of major defence programmes within DE&S in the submarines, weapons and air Operating Centres.  He is responsible for leading Polaris' delivery into the Analysis Support Construct (ASC) within Dstl and is very familiar with UK Defence policy.

Stuart Nicholas  

Stuart Nicholas has over 30 years’ experience in providing operational research and business case support to defence logistics and IS projects with through life values in excess of £1Bn. He is also a Lead Consultant for Operational Research  in Atkins and regularly collaborates with colleagues on a wide range of projects including water, energy, waste and transport. Stuart has second string to his bow; as a member of the Institute for Environmental Management and Assessment (IEMA) and a Chartered Environmentalist he is using his OR skills to help improve the understanding of environmental and sustainability issues and the ways in which they can be addressed.
