Your new role

This exciting role presents you with the opportunity to use your analytical expertise and experience to produce robust, consistent analysis on the performance of our strategic road network. You will be part of the Network Analysis and Statistics team working with a variety of datasets (primarily related to traffic, road safety and customer satisfaction), providing analysis and evidence to support decision making. A key part of your role will be to provide analytical advice and guidance across the organisation, so you’ll need to be a great communicator with a confident working knowledge of a broad range of Operational Research and statistical techniques. You will have great inter-personal skills to enable you to work closely with a range of important internal and external stakeholders.

This role can be based in either Birmingham or Manchester. Ad-hoc travel to other Highways England locations and to key external stakeholder offices will be required. What you will be leading on

  • Operational Research and Statistical analysis into the safety, customer satisfaction, traffic and journey time performance of the strategic road network, producing analytically assured reports and outputs that communicate the insight effectively across all levels
  • Designing high-quality intelligence products, models and tools that present correct information, performance and forecasts in appropriate ways.
  • Developing performance indicators designed to measure the performance of the company in key outcome areas.
  • Setting and implementing consistent standards and guidance for using data, applying Operational Research techniques and statistical methods, and communicating analytical outcomes
  • Providing analytical assurance and high-quality analytical advice across the organisation
  • Developing the analytical capability of the team and the wider organisation
  • Developing and maintaining strong working relationships with analysts across the organisation to champion consistent analytical approaches


To be successful

  • A degree in a numerate subject containing formal training (e.g. operational research, statistics, mathematics) or equivalent relevant work experience
  • Knowledge and experience of a range of Operational Research and Statistical techniques and their application to real world problems.
  • Experience of producing analyses and insight to support decision making
  • Knowledge of R, Python, SQL or another programming language for data analysis and modelling, as well as an advanced knowledge of GIS and Microsoft Excel.
  • Excellent communication skills and an engaging communication style, with the ability to present with impact to a range of audiences
  • Able to work collaboratively to build and maintain strong relationships
  • Experience of working with road safety data and developing performance metrics or targets is desirable


A bit about us

The role of the Network Analysis and Statistics is to provide bespoke analysis and insight to support decision making across the organisation. We develop and report a number of the company’s performance metrics and play a key role in developing the Performance Specification, published within the Roads Investment Strategy. We are located within the Company’s Strategy and Planning Directorate and help build the evidence base to support future investment planning, working with our analytical colleagues within the Chief Analyst’s Division and across the company.
